R-SEAT works with states all over the globe to construct mechanisms for sustained refugee representation in meetings of the global refugee regime.

This often includes year-over-year participation of refugees as official representatives in state delegations to meetings such as the meetings of UNHCR’s Executive Committee (ExCom), the Annual Tripartite Commission for Refugees (ATCR), the Global Refugee Forum (GRF), the UNHCR-NGO Global Consultations, and other important global refugee policymaking forums.

In states that have started to support refugee participation mechanisms, we work further to create Refugee Advisory Panels (RAPs) consisting of refugees in individual states who work on an ongoing basis with refugees, RLOs, and other policy actors inside their states in support of effective refugee representation at global meetings.
